Scott was born December 20, 1942 in Moline, IL to Marion E. & Marjorie J. (Mason) Clemens, graduated from Moline High School in 1960, received a B.A. from Milliken University in 1965, and his J.D. from Drake University School of Law in 1973. Scott practiced law in Henry County, Illinois for 45 years, as a partner of Brown & Clemens, and as Assistant Public Defender, retiring in 2018. As an active member of the Kewanee community, he had served as president of the Henry County Bar Association, leader of the Boy Scouts of America, Salvation Army Board of Directors and member of the Kiwanis, and Rotary Clubs. Everywhere he went he took on leadership roles that positively effected each organization involved.
